    "content": "Mr. Temporary Chairman, Sir, I beg to move THAT, Clause 202 of the Bill be amended– (a) by deleting sub-clause (1) and substituting therefor the following new sub-clause - (1) Where the Commission is of the view that any person including any public body is consuming unacceptable levels of energy in their respective premises or installations, over and above the benchmarks established by the Commission under this Act, such person shall be called upon to submit to the Commission a detailed audit report compiled by an accredited energy auditor and a detailed remedial plan of action proposing measures to be taken by such person to reduce the energy consumption to acceptable levels. (b) by deleting sub-clause (2) and substituting therefor the following new sub- clause - (2) The failure to submit a detailed audit report and a detailed remedial plan of action when called upon to do so by the Commission under subsection (1) and the failure to implement such plan on approval by the Commission shall be an offence under this Act."
