    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 5 of the Bill be amended by deleting sub-clause (2) and substituting therefor the following new sub-clause – (2) The Cabinet Secretary consult with the Council of County Governors and shall ensure that relevant stakeholders participate effectively in the making of the national policy on petroleum operations. by inserting the words “shall consult with the Council of County Governors and” immediately after the words “The Cabinet Secretary”."
