The architecture of the Constitution has been designed to prevent arbitrary exercise of political power by any one group or individual. It is also designed to take account of the fact that it recognizes that factions or small interest groups are inherently dangerous to political freedom and stable Government. It pains me when I see my two learned friends, Messrs. Wetangula and Githae, men I respect, although one of them was my student, expressing contrary views on the Floor of the House."
