But if you go through this list, you will find that Meru Technical Training Institute and Machakos Technical Training Institute are both from Eastern Province. Sigalagala Technical Training Institute and Kitale Technical Training Institute are in Western Province. So, is he really correct in telling us that they considered one institution per province?"
