    "content": "Madam Temporary Chairperson, I beg to move- THAT clause 8 of the Bill be amended- (a) in paragraph (a) by deleting the words “county government” appearing immediately after the words “approval by the” in the proposed new proviso and substituting therefor the words “county assembly committee” instead of “county executive committee” (b) by inserting the following new paragraph immediately after paragraph (b)- (c) in subsection (3) by inserting the words “in consultation with the Council of County Governors” immediately after the words “the Cabinet Secretary shall”.
