    "content": " Thank you, Hon. Speaker, for giving me an opportunity to contribute to the Public Finance Management (Amendment) Bill of 2017. I have looked at these amendments. They seek to clean up the Public Finance Management Act so that it becomes more useful when it comes to public finance management. There are many definitions which have been made clear. It is also clear that there is no delegated power to the Cabinet Secretary in this Act. The Bill has also handled the matter of finance dealing with counties."
