    "content": " Thank you, Hon. Speaker. I rise to support this Bill. Where there is borrowing and repayment, there are stakeholders. In these arrangements, the 45 million Kenyans are represented. I can see in the amendments, Parliament is given more powers to oversee borrowing. When we do the oversight, we look at the borrowing wherever it is in the eyes of the voters. I think that will bring sanity in debt management."
