    "content": "Another comment I must make is how this Bill has been presented. First of all, I congratulate the Committee because this Bill is a product of the Committee. It is not quite a Cabinet Bill. I looked at the objects and reasons of the Bill. I did not see any of the objects or reasons that reflected Clause 10 of the principal Act, which was in the heart of this Bill. They say other things, but they are not brave enough to say that they want to kill the industry. They should have said that, so that we meet it the way it is. That being the case, they have presented it."
