    "content": "(Mr. Baya): Mr. Deputy Speaker, Sir, before I respond, I wish to point out a typing error on the first page of the circulated written answer. In bullet (ii), the second line should read as follows: “2nd September, 2010” and not “2nd September, 2009”. Mr. Deputy Speaker, Sir, with that correction, I beg to reply. (a) The number of applicants for national identity cards and for those issued with the documents from Mandera East Constituency since January, 2008 to date is as follows:- (i) Total applications received between 1st January, 2008 and 2nd September, 2010, was 9,320. The number of identity cards produced was 7,307. Out of this, 5,350 were first applications, 1,690 were duplicates and changes and 267 were replacements. The difference of 213 were applications rejected as they were found to be foreigners captured in the refugee data base."
