    "content": "(b) The criteria applied in the vetting of new applicants are as follows:- (i) Applicants are vetted at the locational level where they come from. This ensures positive identification. (ii) Applicants must appear in person before a vetting committee, which comprises elders and Government officers, drawn from the Provincial Administration, the Criminal Investigation Department (CID), the National Security Intelligence Service (NSIS), the Civil Registration Department, the Immigration Department, where applicable, and the National Registration Bureau. It is also a condition that half of the vetting committee elders should be of the opposite gender."
