    "content": " Thank you, Hon. Speaker, the matter that is before us, which has been presented by the Chair of the National Government Constituencies Development Fund, is very grave. I think it is a matter that this House, in one way or another, needs to find a way of dealing with. When we create a fund, and this is provided for in the Public Finance Management (PFM) Act, the money allocated should remain there until it is fully utilised. That is the law.
