    "content": " Thank you, Hon. Speaker. I rise to second. This is the work that the Senate is supposed to do. The Constitution is very clear that the core business of the Senate is to legislate on matters affecting the counties. This is the first time I have seen the Senate doing good work. It is true that there exists a lacuna in the law. There is an incident that happened in Makueni where a commission was set up. It then gave its recommendations and the President had to exercise his discretion. I am happy that this Bill will address that lacuna. This is a straightforward Bill. I request the honourable Members to support it so that we finalise it and move on to the next stage. I beg to second."
