    "content": "the governors and MCAs. That is where many counties are missing the point. When you are elected as an MCA, you are supposed to carry out your responsibilities as per the law, and the governor and his government are supposed to do the same. Unfortunately, from where I come from, Machakos County, you find there are so many complications and fights on a daily basis. Some of them are brought by the fact that the Executive arm of government has absolutely no respect for the legislative arm. I am happy because this Bill is here to give direction, so that whenever a county government fails to carry out its responsibilities, a commission of inquiry will be informed to go and discuss with the people and find out what the problems are. If they cannot be sorted out, then they will come up with a report and give a recommendation to the President who will forward it to the Senate for debate."
