    "content": "Mr. Deputy Speaker, Sir, there are many programmes that are ongoing within the Ministry to make sure that we curb the coming in of people who are not properly registered as refugees. However, we must also appreciate that our borders are porous. The borders are big and fairly porous. Those who come through designated areas are registered as refugees but there are those who go through panya routes . That is an exercise that we have to undertake together. Of course the Ministry will take the lead but we need the support of all Kenyans to make sure that those who come to our country are properly registered."
