Member told us here that there are some Kenyans who went into the refugee camps because of the little gains there. So, after these Kenyans are registered and they go back to the villages, their fingerprints are still maintained by the data base in the refugee camp. That is the reason why they may be vetted and approved at the locational level but rejected here."
