    "content": "There are also conflicts between the governors and the MCAs. We know that one of the roles of the MCAs is oversight, but most of the MCAs are voiceless. This is something we cannot sit down and let go. We need to support oversight mechanisms over the counties. We need to make sure that counties do what they are supposed to do and ensure that there is accountability. With those remarks, I support the Bill."
