    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT clause 34 of the Bill be amended- (a) in subclause (1)by inserting the words “and with the approval of the Senate and the National Assembly” immediately after the words “with the county governments” and, (b) in subclause (2) by deleting paragraph (e) and substituting therefore the following new paragraph- (e) the requirements, procedures and forms for licensing of irrigation schemes;"
