    "content": "To add insult to injury, issues of pensions are not being addressed. As I speak today, Members of the County Assembly (MCAs) who had the misfortune of not being re-elected in Migori County have not received their gratuity. I know that problem is replicated in many other counties. People who served in dignity and built humble facilities are now paupers walking all over the place looking for alms from us. A Bill of this nature is an important Bill that will ensure that there is continuity and decency in the lives of people who have given service to this nation.
