    "content": "Thank you, Madam Temporary Speaker. In as much as I consider Sen. Mutula Kilonzo Jnr. to be wise, I know Sen. Orengo is wiser even if it is just longevity in the profession. He has appealed to us to be pragmatic. I think there is wisdom because the questions that have been put on us discussing this Bill are not legal questions. Legally, Article 109(1) says Parliament shall exercise legislative power through Bills passed by Parliament and assented to by the President.
