It is, therefore, the obligation of the State and this House to legislate and put a framework in place that will ensure that these inequalities are addressed. This Bill speaks to this. It ensures the right to shelter, health, access to education, quality water, information and all other things. If not achieved immediately but progressively, this Bill will see to it that these things do not continue, and we do not just stand by and observe as the gap between the poor and the rich continues to become unnatural and extremely untenable."
