    "content": "Therefore, our level of spending in education has gradually fallen. As much as we are saying 100 percent transition, if you look at the trend since early 2000, we are spending less and less on education and health, instead relying more and more on donors that are coming in to fill these gaps. It is about time our country puts its own resources, strategies, legislation and mechanisms for ensuring that our children and citizens access the rights enshrined in the Constitution as per Articles 21, 43 and many other Articles in the Constitution to which the Bill gives effect."
