    "content": "I happen to come from Uasin Gishu County where some of the people who have been accused of being cartels come from but they are farmers who collect maize from other farmers. The reason they collect maize from others is basically because of the non- performance of the structures of the National Cereals and Produce Board (NCPB). A person with 20 bags cannot queue for three days. That happened in Moi’s Bridge, Eldoret and Kitale. People waited for their turns for about two weeks only to be told that the delivery points had been closed. The reason for being closed, according to our investigation, was because the farmers had been allocated 1.5 million bags while importation was still going on as late as November outside the gazetted period."
