Member said that according to the Modogashe Declaration, the owners of stolen animals were to be compensated. He is, therefore, saying the animals that were recovered were for compensation. Now he is contradicting himself by saying it is the same animals that were stolen which were recovered and taken back to the owners, is he in order?"
