    "content": "THAT, Article 13 of the International Convention on Economic, Social and Cultural Rights recognises the right to education and provides that education shall be directed towards the full development of every human being and shall strengthen the respect for human rights and fundamental freedoms; THAT, towards, the realisation of provisions of Article 53(1) of the Constitution, the Government has mandated the Teachers Service Commission (TSC) with the responsibility of recruitment and deployment of teachers in the country; THAT, in November 2017, the TSC arbitrarily introduced a policy on delocolisation of teachers in public schools whereby teachers were transferred to institutions away from their home counties. THAT, in several instances, the delocalisation exercise has had negative effects in the welfare of teachers, including separation and disintegration of their families.
