    "content": "When the President took over in 2013, he said that he had waived the cost of maternity for all people having children. There are two things that I learnt in Sociology. One, when a baby is born, he or she belongs to the community. When a person dies, he belongs to the community. The Government provides social services to the people because it is its mandate to do that. Giving birth and paying for maternity by the Government is a social service. When the person dies, he also belongs to the community and Government. Therefore, the Government should come in and ensure that costs that have been incurred because the person did not survive should be taken care of by the Government."
