    "content": "The Departmental Committee on Health needs to sit down and look at what it can do and the mechanism to ensure that we pay for these people. It is an easy mechanism. We have the Provincial Administration on the ground who can authenticate and say that this person who died is a poor man. Therefore, the Government should commit to pay. That letter can be used at the hospital to discharge the body. It can then claim money just the way county governments do it from the national Government for free maternity deliveries."
