It is not just confined to maize, but the same cartels are there in the sugar industry. Some of these companies change every season. In year one, it can be Wanjiru wa Reuben when they are importing maize; and when they are importing sugar, the name probably will be Wanjiru wa Onyango and so on, and so forth. The way to fight these cartels is not just by prosecution, but by making sure that the systems work and by closing those loopholes."
