    "content": "It is very unfortunate that those farmers that produce large quantities of maize are being subjected to the issue of supplying only 400 bags. I know Kitale, because I stayed there for many years; and I knew many farmers who would produce even over 4,000 bags of maize. When we go to the extent of actually limiting how many bags the actual farmers can supply, we are discouraging them from producing."
