"content": " Hon. Speaker, as you know, I am very meticulous with rules. My learned friend, the Member for Kisumu West, is well aware that the rules say collar or tie. The more seasoned Members here know that the reason seasoned Members are allowed to come in mandarin collar suit without ties is because it has a collar and covers up to the neck. This is a matter I am willing to ventilate because I have looked at the Constitution, the Standing Orders Part XVIII and the Speaker’s Rules and I have looked at all the previous rules.
