    "content": "The last point I want to put across is that we need direction from you. For example, if a Committee on Implementation is investigating a matter, is it right for the implementation agency or the people who have appeared before that Committee to circumvent the work of the Committee by bringing changes to the same law which the Committee is looking through? I will suggest amendments. If we were looking for money from this Fund, we did not need to overhaul the entire funding mechanism of the Act. We needed to say that we are giving sports 35 per cent and then we amend Section 12 of the Sports Act to say 35 per cent will go to the National Sports Fund. If we do this, we would remain with the National Sports Fund and have a global fund called the Sports, Arts and Social Development Fund."
