    "content": "Whether they are circulars, memos or regulations, anything that has the force of law and, if it is being followed and if it is a requirement being imposed upon customers purporting to have force of law, unless it has been sanctioned by Parliament, it cannot be allowed. Those are the clear words of Article 94 of the Constitution. It will be null and void. It is important for both Committees on Implementation and the Departmental Committee on Finance and National Planning to be alive to those provisions."
