    "content": "I know there are critical issues when it comes to the referendum debate, but the major issue will be the referendum question. As legislators, we represent our constituencies which have different issues. We are not getting answers with precision. For instance, you go to a chair of a committee, who is not part of the Executive, and whatever he gives you is written down for him. He does not even know much about the issue you want resolved. So, it becomes very difficult when you are seeking clarification. As we move on, it is important to develop a performance management tool for chairpersons of committees. There is a positive correlation of the performance of a committee and the kind of a chair it has. Majority of the Bills which are pending come from the Departmental Committee on Administration and National Security. Where is the chair? Where is the leadership of that particular committee?
