    "content": "If you look at the Constitution properly, it says that the Attorney-General in consultation with the Commission on the Implementation of the Constitution shall prepare the Bills. Now that the Attorney-General is existent, the Commission on the Implementation of the Constitution is not yet there. That is the Bill which has been prepared by the Ministry of Justice, National Cohesion and Constitutional Affairs with the permission of the Attorney-General to be tabled in the House so that, thereafter, the Commission on the Implementation of the Constitution can be established in accordance with that Act which is coming before the House."
