"content": "The second Bill is the Administration of the EALA (Amendment) Bill, 2018. The object of the Bill is to amend the Administration of the EALA Act, 2012 to make it wholly responsible for its administrative and financial affairs. This means that EALA will have Public Accounts Committee (PAC) in Parliament, so that they control their finances and administrative affairs. When we considered this Bill and the report that we received from EALA, it contravenes the Treaty for the establishment of the East African Community (EAC) in Article 48(4). The Treaty supersedes any other amendment that is brought before the House. The Treaty provides that the Council shall appoint a Clerk of the Assembly and other officers. Generally, the Treaty gives the Council the power to run the administration and finances. It gives the Council the power to appoint the Clerk of the EALA and other officers whose salaries and other terms and conditions of service are determined by the Council."
