    "content": "On the bursary allocations and disbursements, the Committee observed high instances of delays in disbursement of bursaries to beneficiary institutions, non-presentation of issued bursary cheques to institutions and cancellation of issued bursary cheques. Some of the reasons cited were errors in spelling of names of beneficiaries, loss of issued cheques by beneficiaries and failure to present the cheques within reasonable time."
