    "content": "A fundamental thing that this House must do and where I slightly disagree with Hon. Iringo - but understand him - is when he talks about some constituencies that are bigger than others in population and geographical areas and yet, they receive equal allocation of NG-CDF with other constituencies. But why did we go for equal allocation? We did that because discretion has failed in this country. Let us accept that. Let us go and get the distribution of the infrastructure fund we allocate to the Ministry of Education. It goes to some specific areas while others get nothing.
