    "content": "I had opportunity to peruse this Report and one of the issues raised during the Committee hearing is the late disbursement of the NG-CDF funds which makes it impracticable for the Fund to exhaust all the allocations within the financial year. For example, it is only three or four months to the closure of the Financial Year 2018/2019. As we sit here as Members, less than 30 per cent of the resources have been sent to constituencies. We are unable to pay bursaries. One of the hallmarks that the Committee has flagged out and this goes to the Minister for National Treasury and the board, is the late disbursement of funds by the Executive. If the money is sent early enough in the first, second or third quarters, we will not have funds which have not been exhausted and incomplete projects. That is a good point the Committee flagged out. So, disbursement of funds is the most important aspect of any project implementation."
