    "content": "Speaking about devolution, the drafters of this Constitution, if I was asked, would have given NG-CDF priority. Devolution would not have been a priority for this country. The NG- CDF is doing much better than what devolution is supposed to do and at a very low cost. For example, let me mention about the referendum we are expecting to happen in this country. I would like to urge Members listening to me, that we must negotiate for NG-CDF to be strengthened. This is because Members have talked about the NG-CDF effects, how it has changed lives and this is actually echoed in the grassroots."
