    "content": "One of the outstanding things that the Governor said is that the County of Kirinyaga, after all their recurrent expenditure, has only Ksh600m for development in the entire County; a fact that surprised many of us. If there is one county that requires to be guided on how to deal with the issues of recurrent expenditure and make sure that devolution has value, it is the County of Kirinyaga. I welcome them and hope that what they learn here will be showcased very well during the Devolution Conference. Thank you, Mr. Speaker, Sir."
