    "content": "Thank you, Madam Temporary Speaker. I stand to second that these amendments that came from the National Assembly be considered in the Senate. This is one of the important Bills that came as we were finishing the last Session. It deals with governors, their transition and many other issues that are meant to create harmony as the transition is being made from one county government to another and one governor to another. It ensures, for example, that assets are well documented and things are put into order even in terms of the ceremony. While the Bill was being moved and discussed on this Floor of the House, there was a lot of clarity that in many of the county governments, especially at the time of transition, there was no guiding principle and, therefore, no uniformity within the various counties about how that transition was done; whether it was done in a public space, whether there was a judge to administer oath and other many issues. It was a very comprehensive Bill and we are happy, as the Senate, that it went to the National Assembly. I think it would be important for us to consider the amendments that have been done by the National Assembly and then make an informed decision about how to go forward. Madam Temporary Speaker, I second."
