"content": "Thank you, Madam Temporary Speaker, for allowing me to resume the debate that was interrupted on 19th February, 2019. As I continue with my moving notes, I would like to remind us that The Preservation of Human Dignity and Enforcement of Economic and Social Rights Bill (Senate Bills No.27 of 2018) seeks to establish a framework for the preservation of human dignity for the promotion, monitoring and enforcement of economic and social rights; to establish mechanisms to monitor and promote adherence by county and national Government to Article 43 of the Constitution, and for connected purposes. I do not wish to repeat everything that I have said in my previous moving notes, but I would like just to remind us that this Bill gives effect to very a important part of our Constitution, especially Articles 19 and 43 on the Bill of Rights. The object and purpose of this Act is that it provides a framework for preservation of dignity as set out under Article 19, which is the Bill of Rights, and the Constitution through the realization of economic and social rights under Article 43, as well as the standards that are to be adhered to by the national Government and county governments. It establishes the right mechanisms within which counties and the national Government can start looking at issues around economic, social, political, health, education and other aspects that our citizens need to enjoy within our Constitution.
