    "content": "Madam Temporary Speaker, this Bill seeks to make sure that counties make strategic plans for the realisation of economic and social rights. Many times, when people do not have plans, they do not know how to go about executing some of these things. Since this Bill provides for that, it will give counties a game plan or a blueprint within which they can execute some of the provisions in our Constitution."
