    "content": "What needs to be done again, can be infused by what people bring on the table. This Bill again does something else which is very important. It probably does because there was a shortage of the Public Participation Bill that has not been made into an Act and yet it infuses a process of public participation that is clearly stipulated at the various sections; this is at Clause 21. It goes very specifically to talk about what would be expected and this is fantastic for a Bill to do this in carrying out public participation because this, to me, is the biggest milestone in the Constitution.
