    "content": "You should be moving towards a place where you do not need monies from the Equalization Fund at all but clearly, there is such disparity, that probably the mechanisms for monitoring, evaluation and processing it all will not be the same across the various counties. Madam Temporary Speaker, to add to this, I would maybe also infuse another important angle. We need to have a strong advisory, oversight committee within these various counties that can go and pick out the specifics. For example, when you go to Turkana County with an HDI of 0.33 per cent and compare it with the former Central Province and put the same mechanisms, you might miss out on certain things."
