    "content": "Provision of clean water and other basic services is also skewed. Up to now, animals die in northern Kenya, Turkana and Maasailand because of lack of water and pasture. They are vulnerable. If the rain fails, they lose their livelihood all the time. To me, if this Bill is passed and implemented, this country will be on the right path of growth."
