    "content": "Mr. Speaker, Sir, one of the most favourite verses that the Senate Majority Leader always quotes comes from the book of Luke 24:18 where Cleopas asks:- ‘Are you the only stranger in Jerusalem who does not know the things that have happened there in these days?’ When you listen to the Statement by the Senate Majority Leader, a stranger in Jerusalem would sit down and would believe everything that the Senate Majority Leader has said. He has made a lot of statements of fact and because I did not want to interfere with his logical flow, it will be extremely important that the facts that he has alluded to be Tabled before this House because everyone in this country knows that the fight against corruption is going on and the particular project that the Senate Majority Leader has talked about. I do not have a problem with the people of Elgeyo Marakwet County getting water but I do have a problem if indeed it is true that Kshs6 billion is lying under someone’s pillow yet this country has to repay loans that were taken for that particular project. In his submission, the Senate Majority Leader gave the proverb of a hyena that wants to eat its cubs. Could he tell us who the hyena that wants to eat the children of Elgeyo Marakwet County is? More fundamentally, I wish that we, as a Senate, do not trivialise this important matter because the nation is watching us and the investigative agencies have issued summonses for people to shed light. Therefore, we cannot use parliamentary privilege to attempt to sanitise a matter that seems to have a criminal angle to it. I want to plead with you that pursuant to Standing Order No. 47(3), this matter be referred to a competent Committee. I do not know if the one chaired by Sen. Cherargei is competent enough considering the statement that he has already made on the matter---"
