    "content": "Mr. Temporary Deputy Speaker, Sir, I am about to conclude. Those two Ministers have avenues and procedures to use, if, indeed, there are Members involved. One of the procedures is to move a Substantive Motion, bring the facts to the House and discuss the individual Members involved. There are other avenues that I do not want to well on. I seek your indulgence so that this honourable august House and hon. Members are protected. Those who are engaged in criminal activities should be brought to book. That is because criminal responsibility is an individual issue and, therefore, if one of us commits a crime, that is an individual issue. Nobody has the moral authority to come and condemn the whole House, which is a product of the aspirations of the Republic of Kenya."
