    "content": "The first charge on any budget of a county government must be any pending bills. That is what brings back these issues squarely to the Senate and the Committee on Finance and Budget. In fact, it might as well just write to the Controller of Budget to establish the level of pending bills and what will be done, such that the first charge on all the monies drawn from the Exchequer will sort out the pending bills."
