    "content": "Thank you, Mr. Speaker, Sir. I appreciate the answer that has been given by the Assistant Minister. He has said that there is shortage of staff. However, my concern is that both the District Registrar of Persons and District Civil Registrar are based in Maralal. The same officers take care of three districts - Samburu North, Samburu Central and Samburu East. Now, given the vastness of those districts and the distances involved between Maralal and other respective districts, is the Assistant Minister satisfied with the services being given to the residents and if not, what is he prepared to do to ensure that the residents get adequate services with regard to issuance of IDs and birth certificates which are critical documents for any operations in Kenya?"
