    "content": "With regard to the Authority to Incur Expenditure (AIE), it is true that at the moment, we are not able to give AIEs to the newly established districts. The AIEs are still being given to the mother districts. At the moment, it will be very difficult to give AIEs to the newly established districts and make it meaningful for them to operate because of the funds available."
